Admission of students into the above institutions has been made based on the principle of meritocracy considering all eligible students regardless of ethnicity, religion, gender, state of origin, standard of living and place of residence. 90% of the merit score is awarded for academic achievement and 10% for co-curricular achievement.
The ability to secure a place will depend on merit score gained from fulfilling general and specific conditions stipulated for the different programmes, interviews or tests (if required), place availability and the preference of choices made by the student.
For the Academic Session 2023/2024, 500 programmes have been offered.
- Certificate - 143
- Foundation - 47
- Diploma - 309
- Bachelor’s Degree - 1

Only students who have submitted online application at UPUOnline have been considered for admission. A total of 239,609 SPM graduates applied for courses offered, an increase of 2448 from the previous session. From this total, 144,911 candidates have been offered places. This translates into a success rate of 60.9%. Out of this total of successful applicants
- 79,668 have been offered places at public universities and
- 65,243 have been offered places at Polytechnics, Community Colleges and Public Training Institutes for TVET Programmes.
The success rate of male students in securing places is 61.7% compared to female at 60.4%.
Special Route Offers (Tawaran Laluan Khas) have given out admission to 14,619. This includes candidates from Category B40, Person with Disabilities (OKU), Athletes and Orang Asli.
However, there are students who do not get offers due to
- the failure to meet the general or special conditions of the study programmes
- no vacancies for competitive programmes
- their inability to pass interviews or tests
- low merit scores.
A total 164,028 students out of 403,637 candidates who sat for the SPM 2022 did not apply for courses through the UPU. This may be because some of the students have been offered places at Matriculation Colleges, IPGM, Form 6, Private Higher Education Institutions (IPTS) or may have received scholarship offers from the Public Service Department (JPA), MARA and so.
The Ministry of Higher Education congratulates all successful candidates and hopes they will make full and good use of the chance given to them.
The Ministry has opened a second chance channel (saluran peluang kedua) for students to appeal on UPUOnline within 10 days from 7 July 2023 at 12 noon to 16 July 2023 at 5.00 pm.
